We ask the good Councilwoman, what is so pressing about this ordinance as to constitute an emergency?
When the time comes to ask ourselves what happened? How did the city end up in such a precarious position? Where is the money? Where are the people? Where are the businesses? Perhaps, just maybe the answer lies in all the abusive "emergencies" that Council passes without any thought.
